Network / Communications Engineer III (Senior)

Location: Springfield, VA

Team WCBinc has an exciting and challenging opportunity available for a Network Engineer
supporting an Intelligence Community customer’s wide-area (WAN), local-area (LAN) and
campus-area (CAN) networks across multiple security domains.
Experience in complex telecommunications applications involving all phases of
telecommunications network design, implementation, and analysis. Performs research,
requirements analysis, design, installation, troubleshooting, and support of local- and wide-area
network hardware, software and applications. Can install and configure WAN and LAN
hardware to include voice, video, and data cable systems. Develops system specifications,
architecture designs, integration and test plans, and all relevant documentation. Develops risk
management and mitigation strategy. Maintain compliance with QA standards as well as
ensuring service performance indicators are met or exceeded.

Duties/Responsibilities:
– Focus will be on Network Engineering
– Coordination of system maintenance, monitoring and installation of multiple WAN/LAN
environments encompassing multiple specializations, platforms and technologies.
– Assist with research and implementation of enterprise system-wide network
solutions/capabilities/enhancements to support customer business/mission goals and
objectives.
– Troubleshoot and resolve network media and components.
– Evaluate and monitor health and performance of the network including hardware and
management software.
– Develop and maintain a road map for capabilities, operations, and technologies.
– Assist with development and execution of test plans and supporting documentation of all
network configuration upgrades, additions or revisions for customer approval before
implementation.
– Support network traffic analysis and bandwidth optimization efforts to ensure attainment of
performance and availability objectives.
– Evaluate and report on new/emerging network/communication technologies to enhance
capacity, performance and reliability of the network.
– Evaluate and recommend changes and/or technology upgrades to address performance,

– Represent customer requirements in technical exchanges with other government agencies.
– Perform site surveys to new installations and technology refresh.

System Engineer Specialist III

 

The role of the Technical Solutions Systems Engineer will work as part of an elite and agile team responsible for maintaining and resolving system functionality issues through proactive and reactive interaction with the customer, comprehensive understanding of their primary exploitation system, and knowledge of the production mission. The successful candidate will provide technical and system administration support through troubleshooting, identifying and isolating issues, conducting root cause analysis, and implement appropriate solutions to software anomalies as they occur. The TIER 3 engineer will actively troubleshoot Operating System (OS), Microsoft System Center client, and Geospatial software integration issues. Candidate should be able to quickly respond to system/application related issues, resolve on the spot problems (where possible), replicate the issue for internal analysis/diagnosis, and prepare technical documentation accurately depicting the problem and/or solution for feedback to developer/vendor.

REQUIRED QUALIFICATIONS:

Experience in reviewing Mission related change requirements such as Requests for Change (RFCs) and approved Change Requests (CRQs) and determining impacts on Transport activities across the Enterprise while providing Technical solutions and cost impacts. Experience in complex telecommunications applications involving all phases of telecommunications network design, implementation, and analysis. Performs research, requirements analysis, design, installation, troubleshooting, and support of local- and wide-area network hardware, software and applications. Manager supporting an Intelligence Community customer’s wide-area (WAN), local-area (LAN)
and campus-area (CAN) networks across multiple security domains. The candidate will be
responsible for all phases of process and test quality assurance, including initiating, planning,
executing, and monitoring and controlling QA activities. NOTE: This is not a Test position.

Experience in quality assurance for complex telecommunications applications involving all
phases of project and service management for telecommunications network design,
implementation, and analysis. Maintain compliance with QA standards as well as ensuring
project cost, schedule, and quality performance indicators are met or exceeded.

Duties/Responsibilities:

– Develop, evaluate, and implement quality processes and system standards to ensure
compliance with organizational standards and governmental regulatory requirements; work
with customer quality management POCs to seamlessly design, integrate, and implement
quality practices to support achievement of program and customer goals and objectives.

– Maintain and implement the program QCP, maintaining alignment with program QASP.

Duties/Responsibilities:

– Assists in collecting, organization, writing and publication of technical documents.

– Serves as the documentation leader for program activities, providing experienced project
and/or task related document preparation, editing, and quality control.

– Responsible for activities associated with delivery of documentation associated with
customer-defined systems and projects.

– Writing, editing, and producing a variety of technical documentation, reports, brochures,
manuals and training material documentation for a wide range of uses, coordinating the
display of graphics and the production of the material.

The candidate will be responsible for all phases of test quality assurance, including initiating, planning, executing, and monitoring and controlling QA activities.

Experience in test quality assurance for complex telecommunications applications involving all phases of project and service management for telecommunications network design, implementation, and analysis. Duties/Responsibilities:

– Develop and implement procedures and plans for assuring quality in a network services environment which supports complex, secure networks; develop and support a spectrum of engineering artifacts that adequately but succinctly capture solution testing and results.
